DSGP/CM/C1 - misnamed (date) raw data file

The following data file contains data from 1998 but
was originally archived with 1999 in the file name.
The file was renamed per P011207.3, but the cause of
the misnaming (truncated first few records) was not
fixed.

DsgpcmdewpC1.00.981119.000000.raw.9811192359.icm.v0

If these data are processed, the reprocessing staff should be
aware of the truncated first few records and take action to 
ensure they are removed so the dates of the data are correctly
identified as 19981119.
