SGP/SIRS/E2 - Reprocess: bad time stamps

The following data file contains data from 1998 but
was originally archived with 1999 in the file name.
The file was renamed per P011212.1, but the cause of
the misnaming (truncated first record) was not
fixed.

sgpsirsE2.01.981127.000000.raw.9811272359.sneak.v0

When these data are processed, the reprocessing staff should be
aware of the truncated first record and take action to ensure they 
are removed so the dates of the data are correctly identified as 
19981127.
