SGP/SMOS - Truncated first records in selected sneakernet data files

The following data files contain data from 1998 but
were originally archived with file names with dates
years into the future.  The files were renamed per 
P011217.2-P011217.14, but the cause of the misnaming 
(truncated first records) was not fixed.

The files marked with an asterix (*) are candidates
for recycling to fill existing data gaps in the cdf
record.  The remaining files are documented here in
the event a future reprocessing effort is called for.
