SGP/SMOS/E1 - Icing affected E1 SMOS wind speed

Icing conditions at E1 caused the wind speed to be questionable starting at
0600 GMT on 16 MAR 98.  By 1310 GMT, the icing caused the propellor to quit.
Recovery date and time unknown because power outage caused loss of data.  The
incorrect data and missing data are identified via other DQRs.
