SGP/EBBR/E20 - Reprocess: Soil Heat Flow #2 Has a Negative Offset

Soil heat flow #2 measurements had a negative offset.  Negative values were too small and 
negative values occurred when positive values should have.  This can occur when there is 
a poor wire connection or a J-panel over-voltage protection device has failed.

Average soil heat flow, sensible heat flux, and latent heat flux were affected; these can 
be recalculated using the remaining good sets of soil sensors as follows:
   ave_shf = (g1 + g3 + g4 + g5)/4
   e = -(q + ave_shf)/(1 + bowen)
   h = -(q + e + ave_shf)

• Surface soil heat flux 2(surface_soil_heat_flux_2)
• Surface latent heat flux(latent_heat_flux)
• Surface soil heat flux, average of fluxes 1-5(surface_soil_heat_flux_avg)
• Soil heat flow 2, corrected for soil moisture(corr_soil_heat_flow_2)
• Soil heat flow 2(soil_heat_flow_2)
• Surface sensible heat flux(sensible_heat_flux)
