Description:
Soil moisture measurements from sets 4 and 5 were incorrect, leading to many other 
incorrect measurements calculated using them.

Average soil heat flow, sensible heat flux, and latent heat flux are affected; these can 
be recalculated using the remaining good sets of soil sensors as follows:
    ave_shf = (g1 + g2 + g3)/3
    e = -(q + ave_shf)/(1 + bowen)
    h = -(q + e + ave_shf)

Note:  D020717.6 reports Soil temperature sensor #3 was also bad during this
time, but for the very specific records affected by the soil moisture #4 and
#5 reporting incorrectly, soil temp #3 was okay.  Therefore the equations
given are correct.
