SGP/EBBR/E13 - Wind Speed Stalling at Low Speeds

Perhaps because of excessive bearing wear, the wind speed sensor
had a high starting threshhold with wind speeds below about 2 m/s.
Wind speed measurements at all speeds were probably too low.
