SGP/EBBR/E26 - AEM Hung

The AEM hung inbetween home positions during the period.  The Bowen ratio, gradient 
measurements, sensible heat flux, and latent heat flux are incorrect.

• Top relative humidity (fractional)(rh_top_fraction)
