SGP/SMOS/E3 - E3 SMOS WIND DATA INCORRECT

Wind speed data began to be reported as 0 m/s on 05/01/2003 @ 04:59 GMT.  The wind 
direction data became incorrect soon after the wind speed data.  It was found that the wiring 
had been broken.  The data wires were re-routed and repaired.
