SGP/EBBR/E19 - Tair Right Offscale

The right air temperature data were going offscale.  This 
                  affected the calculation of sensible and latent heat 
                  fluxes.

There is no work around for this problem.

• Top air temperature(temp_air_top)
• Bowen ratio(bowen_ratio)
• Bottom air temperature(temp_air_bottom)
• Surface sensible heat flux(sensible_heat_flux)
• Surface latent heat flux(latent_heat_flux)

• Right air temperature(temp_air_right)

• Bottom air temperature(temp_air_bottom)
• Top air temperature(temp_air_top)
