SGP/EBBR/E15  - Net Radiometer Iced Over During Storm

The net radiometer was covered with ice from a storm.  Net radiation values are incorrect, 
and are sometimes even negative during the daytime.  Sensible and latent heat fluxes are 
therefore incorrect.
