Description:
The measurements from the 415 nm channel are not correct.  Data from this channel 
fluctuate, drop out and are often noisy.  From the start of this DQR until around July 1, 2004, 
channel 415 data are consistently poor.  Beginning in July we see 415 often looks OK.  
From this point until the end of the DQR channel 415 is sporadically bad, with longer 
periods of good appearing data as time moves on.
