TWP/SKYRAD/C1 - PIR identified as shaded2 is really an unshaded instrument

On Oct 24, 2001, the Global PIR was moved from the unshaded position on the SKYRAD stand 
to a shaded position on the new K&Z tracker.  The data for all time are named "shaded2" 
indicating that this PIR was ALWAYS shaded.  From 19961010 to 20011024, this was not the 
case.
