SGP/EBBR/E26 - Soil Temperature #4 and Soil Heat Flow #4 Incorrect

The soil temperature and soil heat flow probes for set #4 was pulled 
partially out of the ground.  This caused soil temperature #4 to be too high and soil heat 
flow #4 to be too low.  The error is not so great as to cause a large error in the 
sensible and latent heat fluxes.

• Soil heat capacity 4(soil_heat_capacity_4)
• Change in energy storage 4, 0-5 cm soil layer(energy_storage_change_4)
• Soil heat flow 4, corrected for soil moisture(corr_soil_heat_flow_4)
• Half hour averaged soil temperature 4(soil_temp_4)
• Soil heat flow 4(soil_heat_flow_4)
• Surface sensible heat flux(sensible_heat_flux)
• Surface latent heat flux(latent_heat_flux)
• Surface soil heat flux 4(surface_soil_heat_flux_4)
