SGP/SWATS/E22 - Duplicate records removed from data files

Due to a collection malfunction, the data for timestamps 163100
through 170000 were repeated in both the raw and cdf data sets.
The duplicate records were removed.

• time_in_seconds_since_volume_start(time)
• Time offset from base_time(time_offset)
