SGP/EBBR/E25 - BA EBBR VAP Bulk Aerodynamics

Fixed AEM and wind speed sensor heights were improperly used in the
calculation of bulk aerodynamic sensible and latent heat fluxes instead of
site specific heights.
	 
This resulted in either under-estimation or over-estimation of the sensible
and latent heat fluxes.

A rough adjustment to the fluxes is possible, but
the preference is to correct the BA EBBR VAP program (to be addressed
with an ECR), re-calculate the fluxes, and create revised data files
in the ARM archive.
