SGP/SIRS/E8 - Instrument cable problem

The short_direct_normal, down_short_diffuse_hemisp and up_short_hemisp data are missing or 
are spiking to negative numbers.  On 20060530, technicians discovered cows had chewed on 
the instrument cables.
