NSA/METTWR/C2 - 2m Temp/RH sensor blocked with snow

The 2m RH, Dew Point and Vapor Pressure values are incorrect due to the intake of the 
aspirated shield being blocked with snow and ice.  The RH% values are artificially larger 
than the 5m and Chilled Mirror values.

Use the 5m or chilled mirror data in place of the 2m data.

• Standard Deviation of 2m Calculated Vapor Pressure(VP2m_STD)
• 2m Average Relative Humidity(RH2m_AVG)
• 2m Average Calculated Dew Point(DP2m_AVG)
• Standard Deviation of 2m Calculated Dew Point(DP2m_STD)
• 2m Average Calculated Vapor Pressure(VP2m_AVG)
• Standard Deviation of 2m Relative Humidity(RH2m_STD)
