SGP/EBBR/E22 - H and LE Incorrect

Soil Heat Flow 1 bounced around and went offscale at times, resulting in the EBBR program 
setting sensible and latent heat fluxes to 9999es.

The problem ended during a PM visit, possibly because of routine checks and tightening of 
leads in terminal strips.

There is no work-around.

• Soil heat flow 1, corrected for soil moisture(corr_soil_heat_flow_1)

• Surface soil heat flux, average of fluxes 1-5(surface_soil_heat_flux_avg)
• Surface latent heat flux(latent_heat_flux)
