SGP/SIRS/E19 - Tracker failure

On the evening of May 28th (5/29 0145) the E19 suntracker rewound past its limit switches 
breaking the downwelling diffuse instrument cable.  It did not move again until PM found 
it nonoperational and reset it on June 6th.
