SGP/ORG/C1 - Lens heater failure

Any measurements made in freezing conditions are suspect due to failure of the lens 
heaters.  Users of the data can use the SMOS E13 data to determine if temperatures below 0 
degrees C occurred.

Use SMOS.E13 1 minute data.

• precipitation minimum(precip_min)
• Precipitation standard deviation(precip_sd)
• Precipitation mean(precip_mean)
• Precipitation maximum(precip_max)
