SGP/SIRS/E4 - Tracker inoperative

Tracker was inoperative at this site 6/04 to 6/25 for unknown reasons.  PM power cycled 
and reloaded program 6/25 1607 GMT.

The short_direct_normal (NIP) and down_short_diffuse_hemisp (8-48) data are bad during 
this time and are not recoverable.

• Instantaneous direct normal shortwave irradiance, pyrheliometer thermopile
  voltage(inst_direct_normal)
• Instantaneous uncorrected downwelling shortwave diffuse, shaded pyranometer
  thermopile voltage(inst_diffuse)
