SGP/ORG/C1 - False reports of precip

False positive observations occur during foggy periods and the accompanying rain gauges 
should always be consulted.  However, the period covered by this DQR was not foggy and 
false positive readings became an issue.  The instrument was removed for repair in 10/1/2009.

Use the sgprainC1 or sgp30smosE13 for precipitation measurements

• precipitation minimum(precip_min)
• Precipitation standard deviation(precip_sd)
• ORG IR Carrier Level(org_car)
• Precipitation mean(precip_mean)
• Precipitation maximum(precip_max)
