SGP/ORG/C1 - Incorrect precipitation

The ORG has difficulty making correct observations of precipitation when the dew point 
temperature is high or when snow occults the sensor.  Snow was definitely the culprit during 
12/24 and 12/25.

Use SGP.E13 SMOS tipping bucket observations of precipitation

• precipitation minimum(precip_min)
• Precipitation standard deviation(precip_sd)
• ORG IR Carrier Level(org_car)
• Precipitation mean(precip_mean)
• Precipitation maximum(precip_max)
