GRW/NFOV/M1 - Data over-ranging

The 673nm channel was over-ranging at times around local solar noon, with some measured 
values either failing the MAX QC limit or reporting as missing (-9999). Data that fail the 
QC limit, and obviously missing values, should not be used.
