NSA/GNDRAD/C1 - Reprocessed: Miscalibrated upwelling SW

On 7/20/2011 2211GMT Ops replaced the Gndrad upwelling shortwave instrument (PSP) but the 
calibration coefficients weren't changed until 07/25/2011 1842GMT.  

The up_short_hemisp data were reprocessed and archived in September 2011.

• 25 meter Upwelling Shortwave Hemispheric Irradiance, Pyranometer(up_short_hemisp)
• Upwelling shortwave hemispheric irradiance, pyranometer, minima(up_short_hemisp_min)
• Upwelling (10 meter) Shortwave Hemispheric Irradiance, Ventilated Pyranometer,
  Standard Deviation(up_short_hemisp_std)

• Instantaneous Upwelling Shortwave Hemispheric Irradiance, Pyranometer(inst_up_short_hemisp)
