GAN/RAIN/M1 - Noise in sensor 3

Sensor 3 was noisy after data collection resumed.  This noise cleared up on its own by 
20111212 123000 and the noise will only effect the raw data.  The ingest which produces the 
b1 version of the data removes the noise.

• Sensor 3 maximum weight(weight3)
• Frequency average, sensor 3(frequency3)
• Precipitation intensity(precip_rate)
• Total precipitation over one minute sampling period(precip)
• Weight of accumulated precipitation in the gauge since the la st tare(total_weight)
