Description:
Diffuse, direct normal flux appear questionable, possibly also total downwelling shortwave 
flux. The source of this problem is not known. No instrument DQRs exist for this problem.
Suggestions: 
Use downwelling shortwave total, direct normal, and diffuse flux measurements with caution.
