Description:
Downwelling shortwave total, diffuse and direct normal flux values are low. Sometimes this 
also impacts the best estimate flux. The source of this problem is not clear. No 
instrument DQRs exist describing this problem.
Suggestions: 
Use caution with downwelling shortwave fluxes during this period.
