Description:
The UIR instrument (up_long_hemisp) had significant noise starting from the commission 
date.  On 8/14/2012 15:59 the UIR was replaced which corrected the noise problem.
Suggestions: 
up_long_hemisp data from 2/1/2012 to 8/14/2012 is not recoverable.
