SGP/NIMFR/C1 - Heater problem

Description:
The head heater is not working.  After the new NIMFR was installed it was discovered the 
head temperature was not functioning.  Heater was fixed and the instrument returned to 
service on 20130826.  The irradiance data may be usable as the ambient temps are rather high 
this time of year.  Coloring this DQR yellow with that in mind.
