OLI/TSI/M1 - Shadowband misalignment

The shadowband was slightly out of alignment. The position coodinates were changed to the 
"official" values on 10/2 but the home position of the mirror was not reassigned.

• Pixel count: number thin in horizon area(region_horizon_count_thin)
• Pixel count: number opaque in horizon area(region_horizon_count_opaque)
• Pixel count: number total in horizon area(region_horizon_count)
