SGP/EBBR/E15 - Soil temp 3 failure

Soil temperature 3 data were incorrect, resulting in sensible and latent heat fluxes 
sometimes being incorrectly calculated.

• Change in energy storage 3, 0-5 cm soil layer(energy_storage_change_3)
• Soil temperature mean 3(soil_temp_3)
• Surface latent heat flux(latent_heat_flux)
• Surface sensible heat flux(sensible_heat_flux)
• Surface soil heat flux 3(surface_soil_heat_flux_3)
• Bowen ratio(bowen_ratio)
