OLI/MET/M1 - Spikes in wind data

Occasional spikes in the wind data are not representative of actual conditions.

Remove outliers and interpolate between reasonable data points.

• Wind speed vector mean(wspd_vec_mean)
• Wind direction vector mean(wdir_vec_mean)
• Wind direction vector mean standard deviation(wdir_vec_std)
• Wind speed arithmetic mean(wspd_arith_mean)
