MAO/MET/M1 - ORG data incorrect

Optical rain gauge (ORG) precipitation values were incorrect the specified time due to a 
wiring problem.

Use present weather detector precip data

• ORG precipitation rate standard deviation(org_precip_rate_std)
• ORG precipitation rate minimum(org_precip_rate_min)
• ORG precipitation rate maximum(org_precip_rate_max)
• ORG precipitation rate mean(org_precip_rate_mean)
