OLI/IRT/M1 - IRT not insulated

When the IRT was exposed to ambient air temperatures below ~-30C, the internal reference 
temperature measurement reached a minimum, constant value of -22.71 C. Without an AERI to 
compare with, the affect on sky temperature measurements may be unknown. The IRT was 
insulated on 1/14.

Ignore values of ref_ir_temp that are less then or equal to 250.44 K.
