ENA/TSI/C1 - Reprocess: Incorrect sky filter thresholds

The sky filter thresholds were not correct. The thresholds were adjusted from 
clear/thin=30 and thin/opaque=45 to 5 and 40, respectively.

The percent_opaque and percent_thin values can be reprocessed with sky filter thresholds 
of clear/thin=5 and thin/opaque=40.

• Pixel count: number total opaque(count_opaque)
• Pixel count: number thin in horizon area(region_horizon_count_thin)
• Pixel count: number opaque in zenith circle(region_zenith_count_opaque)
• Percent thin cloud(percent_thin)
• Percent opaque cloud(percent_opaque)
• Pixel count: number total thin(count_thin)
• Pixel count: number thin in zenith circle(region_zenith_count_thin)
• Pixel count: number opaque in sun circle(region_sun_count_opaque)
• Pixel count: number opaque in horizon area(region_horizon_count_opaque)
• Pixel count: number thin in sun circle(region_sun_count_thin)
