MAO/VCEIL/M1 - missing window blower

The window blower was missing from the VCEIL at deployment and could not be found. A new 
unit was ordered and installed. Data may be affected during periods of high humidity, 
condensation, and precipitation.

Data are suspect when the window_contamination flag is set high.

• Second lowest cloud base height(second_cbh)

• Third cloud base height(third_cbh)
