TWP/SKYRAD/C1 - IRT Configuration

The IRT was upgraded and the scale factors for both the IRT and datalogger program were 
changed accordingly but the startup parameters for the serial collection script, which 
automatically reconfigure the analog output of the IRT, were not changed. The parameter in 
the startup file was corrected.
