SGP/IRT/C1 - Over ranging near local solar noon

The PSP did not measure up_short_hemisp values greater than 295.5 W/m^2 due to an error in 
the voltage range used in the CR10X datalogger program. This occurred only in the winter 
during periods when there was bright snow at the base of the 25-m tower. Periods of over 
ranging around local solar noon have been replaced with missing_value indicator.
