SGP/SIRS/E37 - Instrument problem

The solar tracker was not functioning during the affected time range. OPS power cycled the 
tracker and normal operation resumed.

Data from instruments is directly reliant on correct tracker operation 
(short_direct_normal and down_short_diffuse_hemisp) are not recoverable.

• Instantaneous uncorrected downwelling shortwave diffuse, shaded pyranometer
  thermopile voltage(inst_diffuse)
• Instantaneous direct normal shortwave irradiance, pyrheliometer thermopile
  voltage(inst_direct_normal)

• Shortwave direct normal irradiance, pyrheliometer(short_direct_normal)
• Shortwave direct normal irradiance, pyrheliometer, minima(short_direct_normal_min)
• Shortwave Direct Normal Irradiance, Pyrgeometer, Standard Deviation(short_direct_normal_std)
