OLI/SKYRAD/M1 - Solar tracker not functioning correctly

The solar tracker was not functioning correctly during the affected time range. Data from 
instruments is directly reliant on correct tracker operation (short_direct_normal and 
down_short_diffuse) and are not recoverable.

• Instantaneous direct normal shortwave irradiance, pyrheliometer thermopile
  voltage(inst_direct_normal)
• Instantaneous uncorrected downwelling shortwave diffuse, shaded pyranometer
  thermopile voltage(inst_diffuse)
