TWP/SEBS/E32 - Occasional spikes in data

Sometimes soil heat flow 2 spikes, causing a spike in the surface soil heat flux 2 
measurement. Occasionally the soil surface energy balance measurement affected to a significant 
degree.

Review data for spikes and remove.

• Surface soil heat flux 2(surface_soil_heat_flux_2)
• Soil heat flow 2, corrected for soil moisture(corr_soil_heat_flow_2)
• Surface energy balance(surface_energy_balance)
