TWP/IRT/C1 - Incorrect qc_flag values

When the IRTs were upgraded, the values of sky_ir_temp:min, sky_ir_temp:max, 
sky_ir_temp:resolution, and ref_ir_temp:min were not changed. The quality control fields for these 
limits are incorrect.

sky_ir_temp*:min = 173 K
sky_ir_temp*:max = 303 K
sky_ir_temp*:resolution = 0.01 K
ref_ir_temp*:min = 253 K
