OLI/DL/M1 - System down due to site-wide power problems and extreme cold

Description:
The Doppler lidar was down during this period. It initially went down in December due to a 
site-wide power outage. As result, the system sat in the cold for many days before power 
was restored, at which time attempts to bring the system back up were unsuccessful. The 
lidar was then moved indoors and allowed to warm up. After a couple of weeks, the system 
was successfully powered up, but remained non-operational. The decision was made to wait 
on deployment until either the site-wide primary power system was fully repaired or the 
outdoor temperature warmed. The system was finally redeployed after the weather warmed up.
