DATA REPROCESSED.  Data was reprocessed on 20160216 to fix issues noted in the original 
DQR copied below.

End to end reprocessing to generate new a1 datastreams is needed so that when the 
harmonization software is released to production, we will be ready with the a1 datastreams that 
are input to the subsequent processing software.

• AOS Ba_R_CLAP3W transmittance, red channel(transmittance_R)
• -180.0 - +180.0(alt)
• Impactor setting in terms of aerodynamic diameter cut off(impactor_setting)
• base time in epoch(base_time)
• clap3w flow rate(clap_flow_rate)
• lon(lon)
• Time offset from base_time(time_offset)
• Aerosol light absorption coefficient, nominal green wavelength at dry or
  reference RH(Ba_G_CLAP3W)
• AOS PSAP3W transmittance, green channel(transmittance_G)
• Aerosol light absorption coefficient, nominal blue wavelength at dry or
  reference RH(Ba_B_CLAP3W)
• AOS Ba_B_CLAP3W_1 (NOAA) sample length, needed to calculate Beers Law(sample_length)
• AOS Ba_B_CLAP3W transmittance, blue channel(transmittance_B)
• Filter ID, increments for each new filter(filter_id)
• North Latitude(lat)
• Time range for the hourly averages, in time offset from midnight(time_bounds)
