NSA/TWR/C1 - 10m T/RH possible bias

A calibration check showed questionable agreement of relative humidity with the test 
probe. The sensor was replaced with a newly calibrated unit. 10m relative humidity values are 
suspect during this time.

• Relative humidity observed by the Raman lidar(rh_mean)
• Dew point standard deviation(dew_point_std)
• Dew point mean, calculated(dew_point_mean)
• Standard deviation in logger enclosure relative humidity(rh_std)
