OLI/DL/M1 - Scanner stuck at 0 degrees elevation

Description:
The elevation scanner motor was not working properly due to a software glitch. The scanner 
was stuck at an elevation angle of 0 degrees. The azimuth scanner continued to work 
properly, and all reported beam angles are correct (albeit 0 for the elevation angle).
As a result, there is no vertical staring data during the period covered by this DQR. 
Also, the PPI scan data can not be used to compute vertical profiles of horizontal winds.
This malfunction had no impact on the quality of the radial velocity, backscatter, or 
intensity data.
