OLI/MET/M1 - Wind data missing following generator maintenance

Following generator maintenance, the wind sensor stopped reporting wind data. 
Communication was reestablished following a configuration check.

• Wind speed vector mean(wspd_vec_mean)
• Wind direction vector mean(wdir_vec_mean)
• Wind direction vector mean standard deviation(wdir_vec_std)
• Wind speed arithmetic mean(wspd_arith_mean)
