OLI/MET/M1 - Intermittent wind data loss

Occasionally the wind speed data are missing and wind direction data drop to 0 due to an 
ongoing sensor circuitry problem. Only invalid data are missing.

• Wind speed vector mean(wspd_vec_mean)
• Wind direction vector mean(wdir_vec_mean)
• Wind direction vector mean standard deviation(wdir_vec_std)
• Wind speed arithmetic mean(wspd_arith_mean)
